Думаю, ответ очевиден - россияне сравнивают себя либо с нищим СССР, либо с нынешними соседями вроде Украины и Белоруссии, а эстонцы, скорее, с Швецией и Финляндией. Вообще, из всех индексов этот - наиболее субъективный.
